Progress in the initial stages of the project has been sound, with in-country teams recruited with agreed qualifications, including staff recruited with good private sector experience and knowledge, a private sector digital partner identified in Bangladesh for expansion and a clear go/no-go decision framework for Nigeria prepared. This sound progress was achieved despite difficulties in the recruitment process for a number of key leadership roles, which has contributed to under-expenditure.
